What is the cheapest USB/serial that works with serial to USB X10
interface I can get that is compatible with MisterHouse? The CM19A
seems really cheap on eBay, but I don't think it works right with MH.
However, I am just getting started in home automation; all I want to
do right now is schedule a fade up on one light. What do others suggest?

the cheapest 4 items are:
cm11a ~ $50 serial
cm15a ~ $50 usb
2412s ~ $60 serial
2412u/s ~ $70 usb / serial versions

I have all of them except for the one with most support :-( the 2412s

the cm11a should be avoided.. it's not worth the trouble unless you
already have it.

the cm15a is being worked on by a couple of people.. last night with the
help of John, I was able to integrate my cm15a with the actual MH light
control interfaces to send x10 commands. Once it can send X10, I will
happily destroy my cm11a :-)
Another benefit of the cm15a is that I believe it can receive RF
commands from all house codes.
I have a W800 to receive commands so this isn't a deal break for me.

the 2412s controls both Insteon and X10 and if you have nothing right
now, this seems the way to go since Insteon has status updates and
retries a few times if the switch doesn't get the command.

the 2414u/s also controls both but the drivers are still a WIP.

I don't think the 241x devices can receive RF, but don't quote me.

Yes, reliability is significantly improved w/ Insteon vice x10. But,
that's not the only reason to consider it--device response time is
exceptionally quick. To provide a specific example, I have a door
switch connected via xAP NetIOM to mh that triggers an Insteon light on.
I am unable to fully open the door before the light comes on. I used
to be able to not only open the door but wander around a bit before the
very same switch came on via x10.

This may be a problem. If you are looking to fade from zero to some level, then X10 might not work for you. Most X10 lamp modules start at full on and can fade down from there. This, and reliability issues is why I switched to Z-Wave, though I still don't have a solution in place that works with MH.
